das große Sanierungspotential im Gebäudebestand auszuschöpfen, um Energiekosten und CO2-Emissionen zu senken. Dies
soll aber "warmmietneutral" über ein Drittel-Modell
erfolgen. Dabei übernehmen Hauseigentümer, Mieter und staatliche
Förderprogramme jeweils ein Drittel der Kosten.
